How do you make the blocks on the background moving, is it a kind of active wallpaper like e17 can handle or is it a deamon which add those blocks ?

I tried this, i uncommented everything and made everything 000000(black) but the icons still had white backgrounds. Why?

because you didn't do
killall gnome-panel

also, take out
#widget_class "*MenuItem*" style "panel"
#class "*MenuItem*" style "panel"
or black will be in your menuitem

to do what you want, the only color you should 'need' to uncomment is
# bg[NORMAL] = "#000000"
because you are using a pixmap for bg normal.

i didnt forget to killall gnome-panel. I tried what you said too and it didnt work. I'm talking about the white background behing firestarter and network connection btw.
